UN resolutions on NK are utterly meaningless, and the North Korean government knows that very well indeed. Nothing will happen to them except in two circumstances:

AntwortenLöschenRecall the purpose of the UN was to prevent future wars by letting the victorious allies decide what nations could do what, when and with whom. Pretty much to force other nations to comply with whatever the victors wanted. It didn't take very long at all for that to became whatever the US wanted, at least in most cases.
AntwortenLöschenBut not in Korea, as China was unwilling to let us get too much influence right up on their border, and they continue to resist us getting so close to their borders. This is far less about North Korea being allowed to defend itself, because I seriously doubt they could resist an invasion by the US or China or Russia, this is about CHINA defending itself.
People like to think all high-minded things about the UN, but ultimately, it was always about control. For better or worse (I'm not prepared to debate either side of that), that control function has been lost/abandoned. This is just one piece of the result of that loss.

Although i agree with your China defense theory as a by-product, the main reason is all on Kim Jong-il self fed "God" ego. China would not want a war with the west at this moment, while they are raising their economic levels
