When I was in Israel I heard the Good Arab - Bad Arab term too. Good Arabs in the Jewish-Israeli view are the Arabs who have an open restaurant on Sabbath, especially those with pork on the menu card. Good Arabs are also the Bedouins, who even serve in the Israeli army.
Its racism, pure and simple. Back in WWII we could imagine that there were "good Germans", but couldn't concieve of a "good Japanese" we imprisoned people of Japanese descent, but gave control of D-Day, and the war in Europe to a man named Eisenhower. It should come as no surprise that we can't find room for a "good Arab"
