Kurdish Nowruz, Tehran & Other News from the region

The second International Nowruz Celebrations have officially opened in Tehran in the presence of President Mahmoud Ahmadinejad, Iranian news agency Press TV reports.

The presidents of Afghanistan, Iraq, Turkmenistan, Tajikistan and Armenia - Hamid Karzai, Jalal Talabani, Gurbanguly Berdimuhammadov, Emomali Rahmon and Serzh Sargsyan - took part in the opening ceremony of the event at Tehran's Sa'adabad Palace on Sunday.

Indian Health Minister Omani, Foreign Minister Youssef bin Alawi bin Abdullah, Pakistani Speaker of the National Assembly Fahmida Mirza, the Kyrgyz minister of culture, the vice president of Zanzibar, the Kuwaiti special envoy and Secretary General of Economic Cooperation Organization Mohammad Yahya Maroofi are also participating in the event.

Nowruz, which coincides with the first day of spring on the solar calendar, is mostly celebrated in Iran, Afghanistan, Azerbaijan, India, Kyrgyzstan, Tajikistan, Pakistan, Turkey and Uzbekistan.

Newroz is considered the most important festival in Kurdish culture, and is a time for entertainment such as games, dancing, family gathering, preparation of special foods and the reading of poetry.[20] The celebration of Newroz has its local peculiarities in different regions of Kurdistan.[20] On the eve of Newroz, in southern and eastern Kurdistan, bonfires are lit. These fires symbolize the passing of the dark season, winter, and the arrival of spring, the season of light.[20]

Political overtones

The Kurdish association with Newroz has become increasingly pronounced since the 1950s when the Kurds in the Middle East and those in the diaspora in Europe started adopting it as a tradition.[4] Following the persecution the Kurds suffered in Turkey, the revival of the Newroz celebration has become more intense and politicized and has also become a symbol of the Kurdish resurrection.[4] By the end of the 1980s, Newroz was mainly associated with the attempts to express and resurrect the Kurdish identity.[4]

While the Kurdish celebration has taken the form of a political expression in Turkey, most Kurdish celebrations in Iran are identical to the national festivals.[5] Izady states that the reason for this may be that the original tradition and folklore behind Newroz has been lost in the northern and western parts of Kurdistan (i.e. Turkey), where it never evolved in the same way as in the southern and eastern parts.[5] Izady further states that Newroz might have gained prominence in the northern and western parts because of the prominence of the celebrations that the staunchest Kurdish adherents of Newroz, the Iraqi and Iranian Kurds, have enjoyed through their more frequent popular uprisings.[5] Thus the western and northern Kurds seem to perceive the celebration of the new year as a unifying political expression.[5]

In 2000, Turkey legalized the celebration of the spring holiday, spelling it Nevruz and claiming it as a Turkish spring holiday.[4][21] Also, using the Kurdish spelling Newroz rathern than Nevruz, has been officially forbidden,[22] though it is still widely used by Kurds. In the Kurdish regions of the country, specifically in Eastern Anatolia, but also in Istanbul and Ankara where there is a large Kurdish population, people gather and jump over bonfires.[4] Previous to it being legalized, the PKK, the Kurdistan Workers’ Party, had chosen the date of the Newroz festival to stage attacks to obtain publicity for their cause;[4] this led to Turkish forces detaining thousands of people who were seen as supporters of the Kurdish rebel movements.[23] During the Newroz celebrations of 1992, more than 50 Kurdish participants were killed by Turks. Also in 2008, two participants were killed.[24]

In Syria, the Kurds dress up in their national dress and celebrate the new year.[25] According to Human Rights Watch, the Kurds have had to struggle to celebrate Newroz, and in the past the celebration has led to violent oppression, leading to several deaths and mass arrests.[7][26] The government has stated that the Newroz celebrations will be tolerated as long as they do not become political demonstrations of the treatment of the Kurds.[7] During the Newroz celebrations in 2008, three Kurds were shot dead by Syrian security forces.[27] [28]

Kurds in the diaspora also celebrate the new year; for example Kurds in Australia celebrate Newroz, not only as the beginning of the new year but also as the Kurdish National Day;[6] and the Kurds in Finland celebrate the new year as a way of demonstrating their support for the Kurdish cause.[29] Also in London, organizers estimated that 25000 people celebrated Newroz during March 2006.[30]

DIYARBAKIR, Turkey — Hundreds of Kurds staged a violent protest Saturday in southeastern Turkey after police said two Kurdish rebels had been killed in a gunbattle after a raid on their hideout.
The protestors demonstrated near where the two alleged members of the banned Kurdistan Workers' Party (PKK) died earlier in the centre of Diyarbakir, the main city of the majority Kurdish region.
Many claimed that police had "executed" the pair and then said that they were PKK rebels who had resisted.
The incident came days after the killing of 35 Kurds in an airstrike on the Iraqi border who turned out to be civilian smugglers and not rebel fighters as the military claimed.
"They were university students and they did not own any guns," said an 18-year-old protestor, contradicting local police who said the pair were rebels and two rifles and three hand grenades had been seized.

Tax Cuts, Less-Intrusive Gov't Help Canada Soar

Success: Away from the low growth and high regulation of an America under Washington's thumb, our northern neighbor is economically strong. As 2011 ends, Canada has announced yet another tax cut — and will soar even more.

The Obama administration and its economic czars have flailed about for years, baffled about how to get the U.S. economy growing.

In reality, the president need look no further than our neighbor, Canada, whose solid growth is the product of tax cuts, fiscal discipline, free trade, and energy development. That's made Canada a roaring puma nation, while its supposedly more powerful southern neighbor stands on the outside looking in.

On Thursday, Canadian Prime Minister Stephen Harper announced that he will slash corporate taxes again on Jan. 1 in the final stage of his Economic Action Plan, dropping the federal business tax burden to just 15%.

Along with fresh tax cuts in provinces such as Alberta, total taxes for businesses in Canada will drop to 25%, one of the lowest in the G7, and below the Organization of Economic Cooperation and Development average.

"Creating jobs and growth is our top priority," said Minister Jim Flaherty. "Through our government low-tax plan ... we are continuing to send the message that Canada is open for business and the best place to invest."

It's not just that Canada's conservative government favors makers over takers. Harper's also wildly popular for shrinking government. "The Harper government has pursued a strategic objective to disembed the federal state from the lives of citizens," wrote University of Calgary Professor Barry Cooper, in the Calgary Herald.

Harper also has made signing free trade treaties his priority. Canada now has 11 free trade pacts in force, and 14 under active negotiation — including pacts with the European Union and India, among others.

"We believe in free trade in Canada, we're a free-trading nation. That's the source of our strength, our quality of life, our economic strength," Flaherty said last month.

Lastly, Canada has pursued its competitive advantage — oil. And it did so not through top-down "industrial policy," but by getting government out of the way.

Harper has enacted market-friendly regulations to accomplish big things like the Keystone Pipeline — and urged President Obama to move forward on it or else Canada would sell its oil to China.

These policies have been well-known since the Reagan era. But in a country that's been institutionally socialist since the 1950s, Harper's moves represent a dramatic affirmation for free market economics.

For Canada, they've had big benefits.

Canada's incomes are rising, its unemployment is two percentage points below the U.S. rate, its currency is strengthening and it boasts Triple-A or equivalent sovereign ratings across the board from the five top international ratings agencies, lowering its cost of credit.

Is it too much to ask Washington to start paying attention to the Canadian success story?

These sound principles work every time they are tried, and they have led to a transformation in Canada.

The United States has confirmed the sale of nearly $30bn (£19.5bn) of fighter jets to Saudi Arabia.

The US will send 84 Boeing F-15 jets to its key Middle Eastern ally, and upgrade 70 existing Saudi F-15s.

The agreement is part of a $60bn arms deal covering 10-15 years, approved by the US Congress last year.

The military hardware deal comes at a time when Washington is working to counter the influence of the Saudis' bitter regional rival, Iran.

The sale was formally announced on Thursday from Hawaii, where President Barack Obama is on holiday.

The Foreign Ministry has attacked the U.S. human rights record in a report on injustice and violations around the globe.

In the paper published on Wednesday, Moscow criticized U.S. President Barack Obama for "legalizing indefinite and extrajudicial custody and the return of court-martials."

In its first-ever report on breaches of human rights abroad, Russia focused on EU nations, Canada and Georgia, but spent the most time on the United States.

The ministry has in the past criticized accusations of human rights breaches from the U.S. State Department.

Twenty pages of the 90-page report focus on the United States [AP report], and list a number of practices and conditions that the MFA views as violations of basic human rights. Among the concerns raised were alleged invasions of personal privacy, purported mistreatment of Muslim Americans since the 9/11 terror attacks [JURIST Feature], and judicial errors which have permitted innocent people to be convicted of capital crimes. The MFA report also highlights the "notorious" military prison at Guantanamo Bay [JURIST news archive], and rebukes US President Barack Obama [official profile] for "legalizing indefinite and extrajudicial custody" of those prisoners. The rights and liberties of the citizens of the Russian Federation are granted by Chapter 2 of the Constitution adopted in 1993.[1]
Russia is the signatory to the Universal Declaration of Human Rights and has also ratified a number of other international human rights instruments, including the International Covenant on Civil and Political Rights, International Covenant on Economic, Social and Cultural Rights (fully) and the European Convention of Human Rights (with reservations). These international law instruments take precedence over national legislation according to Chapter 1, Article 15 of the Constitution.[1]

Dagestan's leading independent newspaper, Chernovik, apparently 3rd most popular of its kind in circulation in Russia.

Founder Gadzhimurat Kamalov, having previously been featured on a hit-list of journalists distributed anonymously around capital Makhachkala, was shot dead, 8 times from 14 rounds, outside Chernovik's offices in December 2011, in an apparent assassination.

A 3,000 strong rally had taken place there in November. I didn't yet read into what it was about, but the unrest in the region relating to Russian politics is well known...

On July l6, 2001, President Jiang Zemin of the People's Republic of China and President Vladimir Putin of the Russian Federation signed the ?Treaty of Good-Neighborliness and Friendly Cooperation Between the People's Republic of China and the Russian Federation? in Moscow. Full text of the Treaty is as follows:

Treaty of Good-Neighborliness and Friendly Cooperation between the People's Republic of China and the Russian Federation

The People's Republic of China and the Russian Federation (hereafter known as the ?contracting parties?),

In view of the historical tradition of good-neighborliness and friendship between the people of China and Russia,

Hold that the Sino-Russian Joint Declarations and Statements signed and adopted by the heads of states of the two countries from 1992 to 2000 which are of great significance to the development of bilateral relations,

Firmly believe that to consolidate the friendly and good neighborly ties and mutual cooperation in all fields between the two countries is in conformity with the fundamental interests of the peoples of the two countries and conducive to the maintenance of peace, security and stability in Asia and the world,

Reiterate the obligations committed by each party in accordance with the Charter of the United Nations and other international treaties of which it is a signatory,

With the hope of promoting and establishing a just and fair new world order based on universally recognized principles and norms of international laws,

Endeavor to enhance relations between the two countries to a completely new level, Determined to develop the friendship between the people of the two countries from generation to generation,

Have reached agreement as follows:

Article. 1


In accordance with universally recognized principles and norms of international laws and on the basis of the Five Principles of mutual respect of state sovereignty and territorial integrity, mutual non-aggression, mutual non-interference in each other's internal affairs, equality and mutual benefit and peaceful co-existence, the contracting parties shall develops the strategic cooperative partnership of good-neighborliness, friendship and cooperation and equality and trust between the two countries from a long-term view and in a comprehensive manner.

Article 2


In handling their mutual relations, the contracting parties will neither resort to the use of force ;or the threat of force nor take economic and other means to bring pressure to bear against the other. The contracting parties will only solve their differences through peaceful means by adhering to the provisions of the "United Nations Charter" and the principles and norms of universally recognized international laws.

The contracting parties reaffirm their commitment that they will not be the first to use nuclear weapons against each other nor target strategic nuclear missiles against each other.

Article 3


The contracting parties respect each other's choice for the course of political, economic, social and cultural development in line with their nation's actual conditions so as to ensure a long-term and stable development of relations between the two countries.

Article 4


The Chinese side supports the Russian side in its policies on the issue of defending the national unity and territorial integrity of the Russian Federation.

The Russian side supports the Chinese side in its policies on the issue of defending the national unity and territorial integrity of the People's Republic of China.

Article 5


The Russian side reaffirms that the principled stand on the Taiwan issue as expounded in the political documents signed and adopted by the heads of states of the two countries from 1992 to 2000 remain unchanged. The Russian side acknowledges that there is only one China in the world, that the People's Republic of China is the sole legal government representing the whole of China and that Taiwan is an inalienable part of China. The Russian side opposes any form of Taiwan's independence.

Article 6


The contracting parties point out with satisfaction that each has no territorial claim on the other and both are resolved to make active efforts in building the border between the two countries into one where ever-lasting peace and friendship prevail. The contracting parties will adhere to the principles of non-encroachment upon territories and national boundaries as stipulated in international laws and strictly observe the national boundary between the two countries.

The contracting parties shall continue to hold talks on the pending boundary alignment of the sectors which China and Russia have not yet arrived at an agreement through consultations. Prior to the settlement of these issues, the two sides will maintain the status quo in such boundary sectors.

Article 7


In accordance with the current agreements, the contracting parties shall adopt measures to increase trust between their militaries and reduce military forces in the border areas. The contracting parties shall expand and deepen confidence building measures in the military field so as to consolidate each other?s security and strengthen regional and international stability.

The contracting parties shall make efforts to ensure its own national security in accordance with the principle of maintaining reasonable and adequate weapons and armed forces.

The military and military technology cooperation of the contracting parties carried out in accordance with the relevant agreements are not directed at third countries.

Article 8


The contracting parties shall not enter into any alliance or be a party to any bloc nor shall they embark on any such action, including the conclusion of such treaty with a third country which compromises the sovereignty, security and territorial integrity of the other contracting party. Neither side of the contracting parties shall allow its territory to be used by a third country to jeopardize the national sovereignty, security and territorial integrity of the other contracting party.

Neither side of the contracting parties shall allow the setting up of organizations or gangs on its own soil which shall impair the sovereignty, security and territorial integrity of the other contrasting party and their activities should be prohibited.

Article 9


When a situation arises in which one of the contracting parties deems that peace is being threatened and undermined or its security interests are involved or when it is confronted with the threat of aggression, the contracting parties shall immediately hold contacts and consultations in order to eliminate such threats.

Article 10


The contracting parties shall employ and perfect the mechanism for regular meetings at all levels, above all the summit and high-level meetings, to conduct periodic exchanges of views and co-ordinate their stand on bilateral ties and on important and urgent international issues of common concern so as to reinforce the strategic cooperative partnership of equality and trust.

Article 11


The contracting parties stand for the strict observation of universally acknowledged principles and norms of international laws and oppose any action of resorting to the use of force to bring pressure to bear on others or interfering in the internal affairs of a sovereign state under all sorts of pretexts and both are ready to make positive efforts to strengthen peace, stability, development and cooperation throughout the world.

The contracting parties are against any action which may constitute a threat to international stability, security and peace and will conduct mutual co-ordination with regard to the prevention of international conflicts and bringing about their political settlement.

Article 12


The contracting parties shall work together for the maintenance of global strategic balance and stability and make great efforts in promoting the observation of the basic agreements relevant to the safeguard and maintenance of strategic stability.

The contracting parties shall actively promote the process of nuclear disarmament and the reduction of chemical weapons, promote and strengthen the regimes on the prohibition of biological weapons and take measures to prevent the proliferation of weapons of mass destruction, their means of delivery and their related technology.

Article 13


The contracting parties shall strengthen their cooperation in the United Nations and its Security Council as well as other United Nations Special Agencies. The contracting parties shall work to reinforce the central role of the United Nations as the most authoritative and most universal world organization composed of sovereign states in handling international affairs, particularly in the realm of peace and development and guarantee the major responsibility of the UN Security Council in the area of maintaining international peace and security.

Article l4


The contracting parties shall energetically promote the consolidation of stability of the surrounding areas of the two countries, create an atmosphere of mutual understanding, trust and cooperation, and promote efforts aimed at setting up a multi-lateral co-ordination mechanism which complies with the actual situation of the above-mentioned areas on issues of security and cooperation.

Article 15


In accordance with the two countries' inter-governmental agreements concerned and other documents relating to the handling of creditor's rights and liabilities, each side of the contracting parties recognizes the lawful right of ownership of the assets and other properties which belong to the other side and which are located within the territory of the other contracting party.

Article l6


On the basis of mutual benefit, the contracting parties shall conduct cooperation in such areas as economy and trade, military know-how, science and technology, energy resources, transport, nuclear energy, finance, aerospace and aviation, information technology and other areas of common interest. They shall promote economic and trade cooperation in border areas and local regions between the two countries and create necessary and favorable conditions in this regard in accordance with the laws of each country.

The contracting parties shall energetically enhance and develop exchanges and cooperation in culture, education, health, information, tourism, sports and legal matters.

In accordance with their national laws and international treaties of which they are a party, the contracting parties shall protect and maintain intellectual property rights, including copyright and other relevant rights.

Article I7


The contracting parties shall conduct cooperation in world financial institutions, economic organizations and forums, and in line with the rules and regulations of the above-mentioned institutions, organizations and forums, make efforts to promote the participation of a contracting party in the above-mentioned institutions of which the other contracting party is already a member (or member state).

Article l8


The contracting parties shall cooperate in promoting the realization of human rights and fundamental freedom in accordance with the international obligations each is committed and the national laws of each country.

In line with the international obligations each of the contracting parties is committed and the laws and regulations of each country, the contracting party shall take effective measures to guarantee the legal rights and interests of legal persons and natural persons of the other contracting party who reside within its territory, and provide the necessary legal assistance over civil and criminal matters.

The departments concerned of the contracting parties, in accordance with relevant laws, shall conduct investigation and seek a solution to the problems and disputes arising from the process of carrying out cooperation and business activities by the legal persons and natural persons within the territory of the other side of the contracting parties.

Article 19


The contracting parties shall carry out cooperation in the protection and improvement of the environment, prevention of cross-border pollution, the fair and rational use of water resources along the border areas and the use of biological resources in the northern Pacific and boundary river areas; make joint efforts in protecting rare floras, faunas and the natural ecosystem, and conduct cooperation in preventing the outbreak of major accidents arising from natural disasters or due to technical reasons and eliminating their after--effects .

Article 20


The contracting parties, in accordance with the laws of each country and the international obligation each has committed, shall actively cooperate in cracking down terrorists, splittists and extremists, and in taking strong measures against criminal activities of organized crimes, illegal trafficking of drugs, psychotropic substances and weapons. The contracting parties shall conduct cooperation to crack down on illegal immigration, including the crack down on illegal transportation of natural persons via its territory.

Article 21


The contracting parties attach great importance to the exchanges and cooperation between the central (federal) legislative organs and law enforcement agencies of the two countries.

The contracting parties shall promote with great efforts the exchanges and cooperation between the judicial organs of the two countries.

Article 22


This Treaty neither affects the rights and obligations of the contracting parties in other international treaties of which they are a party to it, nor is it directed against any third country.

Article 23


To implement the present Treaty, the contracting parties shall actively promote the signing of accords in specific realms which are of interests to both sides.

Article 24


This Treaty needs to be ratified and shall come into force from the date of the exchange of instruments of ratification. The exchange of instruments of ratification shall take place in Beijing.

Article 25


The term of validity of the present treaty is twenty years. If neither side of the contracting parties notify the other in writing of its desire to terminate the treaty one year before the treaty expires, the treaty shall automatically be extended for another five years and shall thereafter be continued in force in accordance with this provision.

Pheonix Newsround Special - Focus on Russia

Remember that acronym, BRIC that Goldman Sachs came up with a few years ago, to refer to the world's four fastest growing economies?  Well, obviously China is the biggest of these, and according to what I've read, Brazil would be the 4th... yet this week I learned (on BBC and other reliable-enough sources) that Brazil is about overtaking Britain.  So, they all must be pretty significant on the world stage, da?

Regime change - or not - in a nation the size of Russia is always going to be big news, whatever happens.  But let's consider what Vladimir Putin is coming back to next Spring, and what shockwaves The Bear might send around the world.

Please bring any additional material you can here, from anywhere on the political spectrum?  Just some targeted news aggregation as usual from me; would love to get a broader overview of this topic, not least from Russia itself, if censorship isn't winning that battle already?  What are your media saying?  (Actually - I'd like to think a forum like this might be one of the first places many will look for this kind of news... we gather so you don't have to!)  What does a strong - or weak - Russia mean to you, or to your investments, or your political ideology?  Putin became popular in the past on the back of war in Chechnya... might the hardliners of the Caucasus be in for a good old false-flag battering, in the near future?  I think we know by now how war can stimulate an economy, however unfortunate that is.  And what of alliances or relationships with neighbours China and the failing Eurozone?  Is the balance of power in the world economy due for a major shift?  I confess my own naivety on some of this - I'm hoping the discussion generated can teach me something I didn't already know.  Open floor.

Russia's leadership was forced to defend its legitimacy yesterday after about 100,000 demonstrators rallied in central Moscow to demand democratic reform and fair elections in the largest wave of popular dissent since the fall of the Soviet Union.

The rally on Moscow's Sakharov Avenue on Saturday was the fourth and by far the biggest of the mass demonstrations provoked by the parliamentary vote held on 4 December. The ruling United Russia party, led by the Prime Minister, Vladimir Putin, held on to a slim majority in parliament in those elections, but the results have been tainted by claims of wholesale fraud.

The demonstrators stood for hours in sub-zero weather on Saturday listening to a line-up of speakers as diverse as the crowd itself, including TV celebrities, writers, musicians, politicians, scientists and a jailed dissident whose video message was broadcast on a giant screen beside the stage.

"The people are waking up," said Sergei Udaltsov, the leader of the Left Front opposition group who was arrested on the day of the elections as he heading to a rally. "The people have stopped putting up with this humiliating regime."

The name given to the demonstration – "For Fair Elections" – was also its main demand, suggesting a growing desire for the return of true democracy, not the "managed democracy" crafted under Mr Putin's 12-year rule.

This week’s elections and upheavals in Russia show how hard it is, 20 years after the system collapsed, for the country to put away its Soviet past.

Under communism, the lack of private property was compensated for by power and status. A party boss did not own a factory personally—he could not even buy a flat—but his position in the party gave him access to the collective property of the state, including elite housing and special food parcels. The word “special” was a favourite one in the Soviet system, as in “special meeting”, “special departments” and “special regime”.

The Soviet system collapsed when top officials decided to “monetise” their privileges and turn them into property. The word “special” was also commercialised, to become eksklusivny (exclusive) and elitny (elite). It was used to market almost anything, from a house to a haircut. Under Mr Putin, “special” regained its Soviet meaning without losing its commercial value. A black Mercedes with a blue flashing light, ploughing its way through pedestrians, became the ultimate manifestation of power and money. It was also one of the symbols of injustice which helped to trigger the latest protests.


Stories of bureaucrats, and especially the security services, putting pressure on businesses are now common. The most famous example is that of Mikhail Khodorkovsky and the dismembering of the Yukos oil company. But there are thousands of others. The statistics are staggering: one in six businessmen in Russia has been prosecuted for an alleged economic crime over the past decade. Most of the cases have no plaintiff and the number of acquittals is close to zero...

What we saw in Bolotnaya Square was the Moscow middle class, made up of people who are well-off, mostly educated, spend a lot of time on the internet and own a Mazda, Ford or Nissan which they bought on hire purchase. Many of them will be paying off a mortgage on a flat somewhere outside Moscow. They are pleasant and non-aggressive, more like people at a cinema or a hypermarket than inspired revolutionaries, and it’s the first time that they have shown any interest in politics en masse.

In the 00s they were active in the economic sphere, but had almost no presence at all in the areas of culture or politics. The pact Putin offered them when he came to power was simple: the opportunity to make money in exchange for no interest in politics. The middle class stuck to this pact absolutely.

The situation echoes the Serbian, Georgian and Ukrainian models; in these and several other countries, the governments had to step down after mass protests were organised with the support of US think tanks including the National Endowment for Democracy. These actions, led by the US and several EU countries, were geared toward the installation of leaderships that were more in line with Western agendas than their predecessors, and not necessarily in the interest of the Russian population.

Certainly no effort is being spared to work towards a change of government in Russia.

However, these suggestions of a "colour revolution" do not correspond to Russian realities at all. American and West European media love to project their perceptions of a pro-Western civil society onto the protesters in Russia. Without a doubt, the archetype of the young academic activist who blames the government for being "undemocratic" and who advertises his West-friendly ideas on his internet blog certainly does exist in Russia. And the way the various neoliberal-oriented groups are being financed by the usual suspects is well documented[1]. But even in Western media one can read between the lines and notice that the majority of those expressing their dissatisfaction do not fit this scheme.

First of all it should be mentioned that the composition of the Russian Duma following the election results does in fact represent the will of Russia’s majority as much as it is possible in a system of representative democracy, which mirrors the framework of most Eastern and Western European countries. In the end, the ruling party received 238 of altogether 450 seats, which means a loss of 77 seats and its (up to now) two-thirds majority rule. The strongest opposition party, the Communist Party of the Russian Federation (CPRF), gained 35 seats and raised its total number to 92.[2] Furthermore, the Liberal Democrats, led by the nationalist Vladimir 
Zhirinovsky, and a party called "A Just Russia", which is supposed to be government-friendly and focuses on social issues, are also represented in the new parliament. [3]

The Communist Party leader, Gennady Zyuganov, does not demand a return to Soviet conditions, although this symbolism is being used to feed into nostalgic sentiments amongst the elder generations. His main positions were explained as follows on news channel Russia Today: "Zyuganov focuses on social protection, calling for increased pensions, higher wages for the state sector and re-nationalization of the economy."[4]

It is doubtful that these ideas by the undisputedly strongest Russian opposition party would please the missionaries of "democracy" of the so-called international community.

(Reuters) - Russian Prime Minister Vladimir Putin criticized the jailing on Tuesday of former Ukrainian Prime Minister Yulia Tymoshenko over a 2009 gas supply deal, saying it could jeopardize energy relations between the two former Soviet states."It is dangerous and counterproductive to cast the entire package of agreements into doubt," Putin said, referring to the deal signed in January 2009 that ended a supply shutdown that disrupted transit supplies to Europe.

The Kremlin's longtime political mastermind Vladislav Surkov (read: Karl Rove) was removed from his post Tuesday in what observers called a response to recent anti-government protests.  But in a show of force to balance the move, Prime Minister Vladimir Putin reiterated that the government has no plans to bow to the protesters' main demand and hold a repeat of the scandal-plagued Dec. 4 parliamentary elections.Analysts said Surkov's ouster was likely part of Putin's plan to strengthen his position in the Kremlin, which he intends to occupy for a third time after the presidential election in March.Surkov, who was first deputy chief of presidential staff since 1999, was moved to the government to become deputy prime minister overseeing economic modernization and innovation, the Kremlin reported on its web site Tuesday.

Throughout the Arab Spring, Russia's official foreign policy stance was shocking to many across the Arab world; it stood firmly on the side of regimes and rejected revolutions and calls for freedom. However, as events have continued to unfold, Russia has been forced to shift its position tactically in favor of a more flexible policy that, to some degree, attempts to have it both ways. More recently, Russia has affirmed its commitment to the stability of Arab regimes while simultaneously professing to welcome cooperation with the revolutionary opposition forces.

 Russia abstained from voting on UN Security Council resolution 1973, which imposed a no-fly zone over Libya in March 2011. Thereafter, the Libyan revolution's success in deposing the Qaddafi regime led to the deepening entrenchment of Russia's later diplomatic positions, and in October 2011, it joined China, India, Brazil and South Africa in a bloc that stood in opposition against a proposed UN Security Council resolution condemning the Syrian regime.

With this position, Russia drew criticism from both internal and external observers. Many were surprised at Russia's shifting, unpredictable attitude toward the events taking place in the Arab world. For possibly the first time in the history of Russian-Arab relations, Arab populations have demanded an economic, political, and military boycott of Russia, after a five-decade long period of Arab appreciation for Russia's championing of Arab causes, as well as for its military and political support.

These political developments raise several questions about the motives underpinning the Russian position, as well as the relation between the events in the Arab world and Russia's domestic situation. The context for this is Russia's fear that the contagion of Arab revolutions will spread across its borders, after a decades-long struggle to insulate its population against the revolutionary spirit which had been creeping in from Eastern Europe, the Caucasus, and Central Asia.

Thanks to Gooch for alerting me to this ... have known of the gas reserves in sea-bed off shores of Gaza for a few years now, but wasn't aware of Egypt's pumping gas to Israel, at all... so, most illuminating.

I amended the title soon after posting, since when I started to collect background links to flesh this post out, I realised this has implications all over the wider topic - not least Egypt's Islamic Brotherhood and political Islam, and the unfolding situation in Syria, with western military intervention there all but certain very soon. The Arish–Ashkelon pipeline is a 100 kilometres (62 mi) submarine gas pipeline connecting the Arab Gas Pipeline with Israel. Although it is not officially a part of the Arab Gas Pipeline project, it branches off from the same pipeline in Egypt. The pipeline is built and operated by the East Mediterranean Gas Company (EMG), a joint company of Mediterranean Gas Pipeline Ltd (28%), the Israeli company Merhav (25%), PTT (25%), EMI-EGI LP (12%), and Egyptian General Petroleum Corporation (10%).[10] The pipeline became operational in February 2008, at a cost of $180 million – $550 million (the exact figure is disputed).[11] Initially Egypt and Israel had agreed to supply through this pipeline 1.7 billion cubic metres (60 billion cubic feet) of natural gas per year for use by the Israel Electric Corporation.[12] This has since been raised to 2.1 billion cubic metres (74 billion cubic feet) per year to be delivered through the year 2028. In addition, by late 2009, EMG had signed contracts to supply through the pipeline additional 2 billion cubic metres (71 billion cubic feet) per year to private electricity generators and various industrial concerns in Israel and negotiations with other potential buyers were ongoing. In 2010, the pipeline is supplying approximately half of the natural gas consumed in Israel, with the other half being supplied from domestic resources. The total physical capacity of the pipeline is 9 billion cubic metres (320 billion cubic feet) per year and agreements between the two nations provide a framework for the purchase of up to 7.5 billion cubic metres (260 billion cubic feet) per year of Egyptian gas by Israeli entities, making Israel one of Egypt's most important natural gas export markets. In 2010 some Egyptian activists appealed for a legal provision against governmental authorities to stop gas flow to Israel according to the obscure contract and very low price compared to the global rates, however the provision was denied by Mubarak regime for unknown reasons. In 2011, after the 25 January Revolution against Mubarak regime, many Egyptians called for stopping the gas project with Israel due to low prices.[citation needed] After a fifth bombing of the pipeline, flow had to be stopped for repair.[13][14]

So much going on lately, and I want to put something out there, gauge opinion... but other than aggregating existing commentary, haven't time or relative expertise to add a lot, at least not a concise bit of writing to the standard this forum deserves.  I hope the SLG family can bring more to the table... if I've missed anything, please add whatever fits?  On a better day, I aim to be condensing these headlines as references in one blog... am simply not well enough read-up on world matters of late, to be qualified to opine beyond replies to the occasional post by someone else - trust my high standards... it is better I don't comment than waste bandwidth.  Otherwise, hope it is of use to someone, putting all this together in one post.  Sources are varied, but I lean left and read from there, generally.  I assume we all know the importance of reading widely etc... to take just Al Jazeera's word for events in Pakistan, or The Economist on Russia's political situation, would be quite ignorant... this is merely a springboard to throw ideas around so we can all be better informed. 

To be a little melodramatic, the very worst case is that we could be on the verge of a major economic crash and nuclear war with possible religious undertones.  'Interesting' times...

A grim Ministry of Defense bulletin issued to Prime Minister Putin and President Medvedev today states that President Hu has “agreed in principal” that the only way to stop the West’s aggression led by the United States is through “direct and immediate military action” and that the Chinese leader has ordered his Naval Forces to “prepare for warfare.”
Hu’s call for war joins Chinese Rear Admiral and prominent military commentator Zhang Zhaozhong who, likewise, warned this past week that: “China will not hesitate to protect Iran even with a Third World War,” and Russian General Nikolai Makarov who grimly stated last week: “I do not rule out local and regional armed conflicts developing into a large-scale war, including using nuclear weapons.”...

What if our rights didn't come from God or from our humanity, but from the government? What if the government really thinks we're not unique individuals with immortal souls, but just public property? What if the government knows this, and thus chooses enemies that are easily demonized, whether they pose real threats or not? What if the government has used scapegoating again and again to scare people into giving up their freedoms voluntarily? What if the government has relied on this to perform the same magical disappearing-freedom act time and again throughout history?

Schoolchildren in Catalonia are the latest victims of austerity cuts with authorities instructing them to limit their use of lavatory paper in a bid to save money.

The northeastern region has been ordered to rein in its deficit and has embarked on a series of stringent austerity cuts.

The latest edict issued by the region’s ministry of education instructs state schools to cut “excessive consumption” of toilet roll among pupils and limit the quota to a maximum of 25 metres per child per month.

This most recent penny saving measure comes amid widespread cuts to education budgets across Spain that has led to regular protests in the streets by teachers.

Doctors in debt laden Catalonia have also been called out on strike in recent weeks angry at health budget cuts that have left public hospitals over stretched.

Spain’s autonomous regions have been forced by the central government to reduce their spending to help meet the nation’s budget deficit reduction target.

I get most of my morning updates on this via Antiwar.com, so there's my bias... Pakistan to skip upcoming Afghanistan conference in protest at the NATO strike last weekend which killed 24 soldiers. Antiwar's Jason Ditz wrote on November 4th of Wall Street Journal's report that CIA have struck a deal to 'tone down' use of these aircraft, only launching missiles 'when damn sure it's worth it'.

Was the latest cross-border attack legal? Was it blatant aggression, revenge for Pakistan's cutting off of NATO supply route into Afghanistan? I forget, didn't they also ask the US to leave one of their bases within the fortnight? Thought I saw another report that 28 more soldiers were killed since then, also by drone... can't find it just now.

I guess we all follow the news, even at the most superficial level. Most here will be aware of the sequence of events, the Raymond Davis affair etc, and how the relationship between the two countries has been... 'developing'.

WASHINGTON — The Pentagon on Thursday held a successful test flight of a flying bomb that travels faster than the speed of sound and will give military planners the ability to strike targets anywhere in the world in less than a hour.

Launched by rocket from Hawaii at 1130 GMT, the "Advanced Hypersonic Weapon," or AHW, glided through the upper atmosphere over the Pacific "at hypersonic speed" before hitting its target on the Kwajalein atoll in the Marshall Islands, a Pentagon statement said.
Kwajalein is about 2,500 miles (4,000 kilometers) southwest of Hawaii. The Pentagon did not say what top speeds were reached by the vehicle, which unlike a ballistic missile is maneuverable.
Scientists classify hypersonic speeds as those that exceed Mach 5 -- or five times the speed of sound -- 3,728 miles (6,000 kilometers) an hour.

The test aimed to gather data on "aerodynamics, navigation, guidance and control, and thermal protection technologies," said Lieutenant Colonel Melinda Morgan, a Pentagon spokeswoman.
The US Army's AHW project is part of the "Prompt Global Strike" program which seeks to give the US military the means to deliver conventional weapons anywhere in the world within an hour.
On August 11, the Pentagon test flew another hypersonic glider dubbed HTV-2, which is capable of flying 27,000 kilometers per hour, but it was a failure.

The AHW's range is less than that of the HTV-2, the Congressional Research Service said in a report, without providing specifics.

The End of Papandreou: Greek Prime Minister Quits Ahead of New Coalition - SPIEGEL ONLINE - News - International

Greek Prime Minister Giorgios Papandreou is to quit as part of a cross-party agreement to form a broad coalition in Athens. New elections are scheduled for February, but prior to that, the new government is to approve the latest EU bailout package for Greece. Whether it can calm the situation in the country remains doubtful.



After days of political wrangling, Greek Prime Minister Giorgios Papandreou has agreed to step down to allow the formation of an interim coalition government including the opposition conservative New Democracy party.

The new cabinet is to be sworn in within a week and its main task will be to implement the terms of the EU's new rescue package agreed on October 26, which will entail further tough austerity measures for Greece.


The country won't hold new elections until February -- a key demand of Papandreou who had insisted that the interim government should remain in office long enough to approve and implement the EU measures. New Democracy had demanded an election within a few weeks because it wanted to profit from its current strong opinion poll numbers. The election is scheduled to be held on February 19.

New Democracy leader Antonis Samaras has more to lose than to gain by joining the cross-party coalition. He will have to drop his outright opposition to Papandreou's austerity measures over the last 18 months, a stance which enabled the party to build up a lead of nine percentage points over the ruling PASOK party.

Even though taking on government responsibility now is a risky move for Samaras, domestic and international pressure on him to agree to a national unity coalition had become too great for him to resist.

Uncertainty May Persist

Despite the change in Athens, there is reason to doubt that the political turmoil in Greece will end. New Democracy can't afford to sign up wholeheartedly to austerity measures that could wreck its election chances next year. It may try to block some of the most unpopular steps the interim government will need to take -- even though the government's room to maneuver is extremely limited.

An added risk is that the politically influential trade unions might mount even stronger opposition now given that the government will contain conservatives. The strikes and protests could become larger and more damaging. Garbage may remain uncollected even longer, electricity could be switched off for days, public sector employees might bring the administration to a standstill. How will a government that is so evidently just the product of a shotgun wedding among political foes survive such public opposition?

Ordinary Greeks, who had followed the political horsetrading with resignation and contempt, seem cautiously optimistic at the outcome. "At last God has shone on them," said Georgia Ioannidou, a shopkeeper in Athens. One radio broadcaster commented: "One hopes it isn't too late. We had the impression the ship was sinking while the crew were beating each other up instead of steering it into a safe port."

The political crisis that cost Papandreou his job stemmed from his tactical error of calling a referendum on the latest EU rescue package, which triggered shock and fury around Europe and threatened to plunge efforts to save the common currency into turmoil.

Uncontrollable Chain of Events

Papandreou had called the referendum because he was utterly convinced of the merits of the deal, which includes a 50 percent debt cut for Greece, and wanted to bolster his domestic standing by securing public approval for it. The opposite happened. He set in motion a chain of events he could no longer control.

"He wanted to calm the public, restore peace in his party and prevent an early election," says Tassos Pappas, a journalist for the center-left Elefterotypia newspaper. He wanted to tighten his grip on power, but he miscalculated, Pappas added.


Papandreou gave a glimpse of how lonely and misunderstood he felt last week when he said in parliament: "We are bearing the cross of suffering even though we are not responsible for the problems."

A different man will now have to bear that burden. Greek newspapers are speculating that Papandreou's successor as prime minister will be the former vice president of the European Central Bank, Lucas Papademos. According to Greek reports, Papademos flew to Athens on Sunday night.
